Skin Packager not working??

Hi, I'm trying to use the skin packager but whenever I try to open it, it says: "The code execution cannot proceed because d3dx9_33.dll was not found." I've uninstalled and reinstalled it about 4 times now, keep getting the same message. Anyone else have this problem? How can I fix it?

Figured it out, for anyone who may also have this problem you need the latest version of Microsoft DirextX
