Help please with terrain.

Ok im familiar with all the programs and making heightmaps. I make my height maps (PS), convert them to .bmp, then when i try using the "VeiwDispMap" program i load my map up and a blue blank screen with my commands is all i get. No mouse control (even if i alt + tab to another window), i can hit esc to close the program, and this program used to work prior to a windows update i got 3-10-16. So far ive tried the basics, reinstall, running in compatibility mode (tried win 98 on up),and ive tried various other nonsence that didnt help. I would love to get this program working i have tried many other programs and cant get the smoothness i do from that program. Any and all help will be appreciated, thank you.
