multiple obstacles next to each other adding height when not wanted

this may sound dumb to alot but what troubles me when trying to make differing inside and outside lines or having a lip on the exit of a berm the lip contineus to add height along the top of berms. is there a filter or setting in ps to have different layers with lower opacities to not interfere with eachother?

Uhm... not wuite sure what you mean but one of the reasons to use photoshop is actually that you can work in different layers (also make them any opacity) other option could be to turn the opacity of the brush down...

for an example say i wanted to make an "x" shape(only a quick example), using 2 different layers on lets say 20% opacity. the crossover part would have a rise in it. is there a way to have two layers not add any brightness when they are next to each other similar to how the screen filter removes any darker shade than the base layer?

if you wamt the parts where layers overlap to not rise you cant have the top layer set to screen, you will have to set either the top one or both layers to normal.
