How do I edit MCM2 RES files?

A long time ago, some guy was working on MCM2 Package Manager, which would allow us to edit the res files easily. But that never got released and I would please like to know, how you TD guys edit RES files. What program do you use? Because I want to replace all the stock rider skins with custom skins so I can race against custom riders offline. Whoops, sorry. Put this in the wrong board. I should've put it in MCM2 general discussion since this doesn't have to do with tracks.

TD never released a program to edit RES files, this was mainly to protect track maker's and Rainbow's displacement maps, etc.

I kinda figured. And it sucks that MCM2 Package Manager was cancelled.
