Windows start menu ?

I have encountered an unusual problem on a friends XP machine, service pack 2 installed, no new programs have been installed prevoius to this problem.

The problem is, when you click on the "Start" tab in windows classic view, no menu's open, and in windows "XP" style, the programs window opens, but none of the programs are there, yet in windows explorer they are all there, I will post a picture in next post if there is any question as to what I am speaking about. 

Anybody encountered this?
