I'm not using any cheats in the career, but on stunt tracks and to mess around on I don't care. Is that program avaible anymore?

Anyone have any advice/hints? I am playing on hard with 10 computer oppents. Man was that a mistake, it gets REAL annoying when you barely tap another player and it sends you launching into the air. I am getting first out of every single race except this track, I'm going for a perfect record. I refuse to get less than 1st or cheat. Dont know what or why but I just want to. 
The only other track I had trouble with is the first national.....good god do I hate that track! I know the super fast line to take on week 4 (whatever its name is) but I can't do it. I am doing it with the open bike class, suspension set up roughly in the middle. I have been playing this game forever.....I know a ton of little tricks to go fast and whipping it to better clear jumps and all that. I can lap the last and next to last computer oppent on hard on almost any track within 4 or 5 laps, but this track is fawking PISSING ME OFF!!! What the hell is holding me up?? I am running a custom powerband with the most power possible in the early rpm's.
Also, where can I get the custom horsepower tool? I remember using it a few years back when people made humungous jumps that you needed 600hp bikes to clear. Where can you get it? Thanks!
