Anyone heard anything about why reflex central is down and if/when it'll be back up?

i try and start the new 0.8.2.23 and it gives me the error "necessary system files missing
you need to install some extra software before you can run the editor, you can try to continue but the editor will not function properly. Do you want to close the editor and upgrade your system?" i click yes and then nothing happens, what do i do? is there a new version or did i do something wrong here?

I just recently got a computer and am new to all this computer game stuff. 
I downloaded the reflex track tool to add tracks and have downloaded a few from reflex-central.com, however some of them both go to the same beta slot and i dont know how to change it. Also, in the game, when im selecting a track from the beta slots, they are all out of order, so beta slot 1 doesnt come first. Its very annoying when trying to find a track becasue i cant just go over 3 then click i have to search. All the tracks work fine other than that, but if anyone can help with those two issues thatd be great. Thanks.
