Hi Laurie, Well I was just fooling around and made a test map. I showed my son (16 years old now- and has made some MCM2 and MVA tracks) how it worked.
He made 2 maps that play extremely well in multi for our LAN size- 3 players. They look awesome- work great and took him about 1-2 hours to make.

Grass and trees that move in the wind, water, vehicles, bird animations, lighting effects, time of day and weather.

Would i be right in thinking some of that is functionality of the game engine, wind/lighting effects?

What kind of terrain editor and object placement tools do they use?

The wind and lighting effects are generated by the game, you select the time of day but time progresses once you start.

The terrain editor is much like MVA's- raise. lower, smooth erode w/ diferent strengths , the placement of objects, trees. textures is menu driven but you can use brushes to paint area's with grass, foliage, textures.
Objects can be rotated with xyz handles.

You don't have to jump to different modes and can do everything from the view port, testing drops you in right where your looking and doesn't require starting the game it just puts you in or out after a few seconds.

The one thing I can seen that will limit the editor is the assets are all in the game and the actual map might only be 800KB, editing the terrain extensively yields file sizes about 5-6 MB
