I can't remember exactly but my guess is that the VUE file isn't the right format or there is an error reading in the data, ie bad file. It's also possible that the filename has a space in it which D2 might not like. One final thing is that D2 doesn't recognize new VUE files in the vehicles folder until it has been restarted, so that could be a problem.

You mean like the vehicles? :) You would have to use D2 to add a vehicle and there are some problems if you want to run (or start) a vehicle over an object (like a train over tracks)  best ask Fixer about that, that's why his tracks with trains in are such a technical achievement and a lot of people don't realize how much.

You can use anything as a vehicle it doesn't have to be a car/bus/truck. You will need to stick to the same object format body/wheels and part names (look in the D2 help file for the actual names) just leave the wheels out if the object doesn't need them, or if you have an object that has a part that turns when the vehicle turns (like the front wheels on a car) then name those parts as the wheels in your object.

If you want your object to 'fly' above the ground just jack the object up off the ground level (0,0,0 in Max) when you make the object since it is the 0,0,0 point of the object that is set to ground level (i think) as it is moved over the ground.

Good luck with it.
